Legal Notice <BR><BR>USDA Forest Service <BR><BR>Superior National Forest <BR><BR>Kawishiwi Ranger District <BR><BR>St. Louis County, Minnesota <BR><BR>Birch Lake Plantation Project <BR><BR>The Kawishiwi Ranger District, Superior National Forest is preparing a Preliminary Categorical Exclusion for the Birch Lake Plantation Project. The project proposal is to thin about 68 acres of red pine and other species on national forest system land at the Birch Lake Plantation, located near Babbitt, MN. Additional information can be obtained from David Hernandez at (218) 365-7624 or<BR><BR>This opportunity for comment on the project is for the initial scoping process and the official 30-day comment period. The purpose of this comment period is to provide an opportunity for you to participate in our planning process prior to a decision being made. Those who provide comments during the comment period are eligible to appeal the decision pursuant to 36 CFR part 215 regulations.<BR><BR>How to Comment and Timeframe <BR><BR>Written, facsimile, hand-delivered, oral and electronic comments concerning this action will be accepted for 30 calendar days following the publication of this notice in the Ely Echo. The publication date in the newspaper of record is the exclusive means for calculating the comment period for this analysis. Those wishing to comment should not rely upon dates or timeframe information provided by any other source. The regulations prohibit extending the length of the comment period. Written comments must be submitted to: Mark Van Every, Kawishiwi District Ranger, ATTN: Birch Lake Plantation Project at 1393 Highway 169, Ely, MN 55731. The office business hours for those submitting hand-delivered comments are: 8:00 AM to 4:30 PM, Monday through Friday, excluding holidays.<BR><BR>Oral comments must be provided at the Kawishiwi District office during normal business hours in person or via telephone at (218) 365-7600. Electronic comments must be submitted in a format such as an email message, plain text (.txt), rich text format (.rtf), or Word (.doc) to Comments can be faxed to (218) 365-7605. In cases where no identifiable name is attached to a comment, a verification of identity will be required for appeal eligibility. If using an electronic message, a scanned signature is one way to provide verification.<BR><BR>It is the responsibility of persons providing comments to submit them by the close of the comment period.
