CALL TO ORDER – Mayor Novak called the Regular Council Meeting to order at 5:30pm.

PRESENT: Council members A.Forsman, Kess, Debeltz, Omerza, Callen, D.Forsman and Mayor Novak
ABSENT: None

APPROVAL OF MINUTES
Debeltz/D.Forsman moved to approve the minutes from the November 20, 2018 Regular Council Meeting and November 27, 2018 Truth in Taxation Public Hearing. Motion Carried Unanimously.

ADDITIONS OR OMISSIONS TO AGENDA
Addition 13.F. Designate the Assistant Treasurer as the designated person to oversee, monitor, accept responsibility and evaluate the “nonattest/nonaudit services, which include the preparation of the notes to the financial statements to be included in the audit of the City of Ely for the year ended December 31, 2018.
Addition 13.G. Ordinance 328 2nd Series: An ordinance of the City of Ely, Minnesota Amending Chapter 20, Section 20.2 Sales of Land City Code of the City of Ely.
Items A-B added without objection.

MAYOR’S REPORT
Mayor Novak stated that he had dinner last night with his final visit to Ely as our Representative.

Debeltz thanked the City of Ely for taping the Christmas Program and for putting it on TV.

CONSENT AGENDA
Motion to waive readings in entirety of all ordinances and resolutions on tonight’s agenda.
(8)Approve Council and Staff to attend the RAMS Annual Meeting and Dinner on Thursday, January 10, 2019 at the Mt. Iron Community Center at 5pm and to make it a Special Council Meeting so all Council can attend if they choose.
Debeltz/D.Forsman moved to approve items A and B. Motion Carried Unanimously.

Park and Recreation Board
Omerza/Debeltz moved to approve the recommendation from Park and Recreation Board to accept the bid from Rock Country Masonry for the Ely Skate Park with a down payment of $100.
Langowski stated the bid was for $27,000 for Phase 1. The money is in the budget for this project.
Motion Carried Unanimously.

Omerza stated that the Park and Recreation meeting in December has been canceled for the Christmas Holiday.

Langowski stated the City is working on flooding the ice rink at the Rec Center and the rink should be open next week.

Ely Utilities Commission - Minutes included in the packet and consent agenda will be discussed under Department Reports

Telecommunications Advisory Board – Minutes included in the packet

Event Coordinator Bureau – Minutes included in the packet

Callen mentioned that the Public Hearing for the Conditional Use Permit for the Community Center is tomorrow night December 5, 2018 at 5:45pm.

DEPARTMENTAL REPORTS:
Clerk-Treasurer
The following items of business were recommended for approval at the regular EUC meeting of Wednesday, November 28, 2018.
Approved writing off 140 accounts totaling $70,869.70 as bad debts, 13 accounts totaling $8,019.45 certified to taxes and 5 accounts totaling $2,014.92 deceased.
Approved the Steger Designs lighting rebate for $1,021.85.
Approved payment of the EUC September, 2018 Bills for $326,544.41
Debeltz/D.Forsman moved to approve the EUC Consent Agenda items 1-3. Motion Carried Unanimously.

Library Director
Library Director Heinrich gave an update of the upcoming events at the library which can be located on the Library Website.

City Attorney
Debeltz/D.Forsman moved to approve the Note and Mortgage for E Chapman Properties LLC, for the AFU Building at 111 S 4th Ave E for $17,500. Motion Carried Unanimously.
D.Forsman/Kess moved to approve the Note and Mortgage for Alyssa Nelson for 337 W Harvey St for $4700. Motion Carried Unanimously.

City Engineer

COMMUNICATIONS:

CLAIMS FOR PAYMENT:
Callen/D.Forsman moved to approve the City and EUC claims for December 4, 2018 for $189,325.53. Motion Carried Unanimously.

OLD BUSINESS:
Internal Posting for Equipment Operator II Position
Debeltz/D.Forsman moved to recommend Andy Luthens for the Equipment Operator II position. Motion Carried Unanimously.

Debeltz/Callen moved to post internally for 7 days for the Building Maintenance/Laborer position, then externally if no one applies internally. Also to hire someone for a 67 day part-time position or until the Building Maintenance/Laborer position is filled. Motion Carried Unanimously.

NEW BUSINESS:
Kess/D.Forsman moved to approve the Pre-application for federal funding in FY19 for the Connector Taxiway Design, Partial Parallel Taxiway Design, REIL Replacement, and PAPI Replacement for the Ely Airport. Motion Carried Unanimously.

Change date of First Council Meeting in January since New Year’s Day is on the first Tuesday.
Debeltz/Omerza moved to have the 1st council meeting in January on January 2, 2019 at 5:30pm. Motion carried unanimously.

Omerza/Callen moved to direct the HRA to consider additional market rate housing. Motion Carried Unanimously.

Omerza/Debeltz moved to approve Resolution 2018-038 Resolution Authorizing the City of Ely to Make Application to and Accept Funds from the Downtown Streetscape Grant Program Roll Called: A.Forsman – Yes, Kess –Yes, Debeltz – Yes, Omerza – Yes, Callen – Yes, D.Forsman – Yes and Mayor Novak – Yes. Motion Carried Unanimously.

Debeltz/Callen moved to approve all 2019 Tobacco License renewal applications pending the receipt of all required documentation and payment for the term of 1/1/2019-12/31/2019. Motion Carried Unanimously.
