School Board Study Session December 16, 2019 (Board approved 1/13/2020)

1.0 The study session of the School Board of Independent School District No. 696 was called to order by Chairman Marsnik at 6:00 p.m. in the school board meeting room.
2.0 On roll call the following directors were present: Colarich, Mann, Marsnik, Pointer, Sjoberg. Absent: Omerza
4.0 ARI President Scott Sosalla presented proposed courtyard addition plans and cost projections.
5.0 Project discussion was held with Gary Cerkvenik and Jeff Anderson with the Costin Group along with Roy Smith and Chris Ismil from IRRR.
6.0 Moved by Pointer, seconded by Sjoberg to adjourn at 7:18 p.m. Motion carried. Vote: (5-0)

1.0 The regular meeting of the School Board of Independent School District No. 696 was called to order at 6:00 p.m. by Chairman Marsnik.
2.0 On roll call the following directors were present: Colarich, Mann, Marsnik, Pointer, Sjoberg. Absent: Omerza. Also present: Erik Erie, Superintendent; Tom Coombe, Ely Echo; Keith Vandervort, Timberjay, Megan Anderson, Anne Oelke, Tim Leeson.
3.0 Pledge of Allegiance
4.0 Moved by Sjoberg, seconded by Mann, to approve the agenda as presented. Motion carried. (Vote: 5-0)

7.1.1 Approved the minutes of the regular meeting of November 12, 2019.
7.1.2 Approved the minutes of the study session of November 25, 2019.
7.1.3 Approved the minutes of the special meeting of November 25, 2019.
7.1.3 Approved the November 2019 disbursements and wire transfers in the amount of $279,377.90 and receipts in the amount of $565,785.12.
7.1.4 Approved the November 2019 financial reports as presented: Total monthly receipts: $565,785.12; total monthly payroll: $422,701.47; total fringe benefits: $278,303.08; invoices: $168,663.67; total monthly expenditures: $869,668.22; total revenue over expenditures: ($303,883.10).
7.1.5 Approved the following donations and gifts: 1. $250.00 from Ely Rotary Club to be used towards the High School Fall Musical; 2. $3,500.00 from an Ely Educational Foundation to be used for the athletic department “Ski Erg” rowing/training machine; 3. $200.00 from Kiwanis Club of Ely for the 6th Grade Wolf Ridge trip; 4. $50.00 from Wintergreen Northern Wear LLC to be used for the 6th Grade Wolf Ridge trip; 5. 45 books from Ely PTO (Scholastic Book Fair) to be used for Washington Elementary library; 6. 60 books from Story Portage to be used for Memorial/Washington Elementary libraries; 7. 3 books from ECR (author visit) to be used for Memorial/Washington Elementary libraries; 8. $500.00 from Dianne Thunhorst to be used for a band instrument; 9. $100.00 from Jay & Debbie Mackie to be used for a band instrument; 10. $100.00 from Tim & Linda Williams to be used for a band instrument; 11. $203.04 from Michael Krutsch to be used for high school fine arts; 12. $203.04 from Your Cause-Wells Fargo- Michael Krutsch-matching gift to be used for high school fine arts; 13. $60.00 from Nick Jordan to be used for general use; 14. $60.00 from Your Cause-Wells Fargo-Nick Jordan-matching gift to be used for general use; 15. $15.00 from Donna Niskala to be used for Washington Elementary classroom supplies; 16. $15.00 from Your Cause-Wells Fargo-Donna Niskala-matching gift to be used for Washington Elementary classroom supplies.
7.1.6 Adopted resolution Assurance of Compliance with State and Federal Law Prohibiting Discrimination.
7.1.7 Approved meal reimbursement rates for district travel for 2020: breakfast-$10.00, lunch-$15.00, dinner-$25.00 (sames rates as 2012, 2013, 2014, 2015, 2016, 2017, 2018 and 2019).
7.1.8 Adopted maximum U.S. General Services Administration Domestic per Diem Rates for 2020 for superintendent and school board travel and to include the max lodging amount plus the tax.

7.2 Moved by Pointer, seconded by Colarich, to approve the Personnel Consent Agenda:
7.2.1 Approved the following volunteer assistant girls basketball coaches for the 2019-2020 season as recommended by the head coach and Tom Coombe, Athletic Director, and per school board policy: Liz Brandriet, Erin Lowe, Jen Zgonc, Missy LaTourell, Mindy LaTourell.
Motion carried. (Vote: 5-0)
7.3 Moved by Colarich, seconded by Sjoberg, to approve the Policy Consent Agenda:
7.3.1 Adopted Policy 410 Family and Medical Leave Policy (this is a mandatory policy).
7.3.2 Adopted Policy 413 Harassment and Violence (this is a mandatory policy).
7.3.3 Adopted Policy 413 Harassment and Violence Report Form (this is a mandatory policy).
7.3.4 Adopted Policy 414 Mandated Reporting of Child Neglect or Physical or Sexual Abuse (this is a mandatory policy).
7.3.5 Adopted Policy 414 Confidential Student Maltreatment Reporting Form (this is a mandatory policy).

9.2 Moved by Sjoberg, seconded by Colarich, to approve the City of Ely Tax Increment Financing Waiver. Motion carried. (Vote: 5-0)
9.3 Moved by Colarich, seconded by Mann, to approve the World’s Best Work Force Report and Summary as presented. Motion carried. (Vote: 5-0)
9.4 Moved by Pointer, seconded by Sjoberg, to certify the 2019 Payable 2020 Levy in the amount of $1,797.064. Motion carried. (Vote: 5-0)
9.5 Moved by Mann, seconded by Colarich, to approve a $2,000 stipend for Spencer Aune, Business Manager, for additional work performed outside his current contract. Motion carried. Yes: Colarich, Mann, Marsnik, Sjoberg. No: Pointer. Motion carried. (Vote: 4-1)
9.6 Moved by Pointer, seconded by Colarich, to ratify the Agreement between Independent School District No. 696 and Local Union 295 recommended with support from the negotiation committee. Motion carried. (Vote: 5-0)

11.4.1 Enrollment as of December 4 is at 303.
11.4.2 Working on a survey that will be sent to students and staff to gauge an idea of courses and opportunities we could provide in the future.
11.4.3 Great turnout for Parent/Teacher Conferences. EBCH also hosted a free flu shot clinic to coincide with conference dates.
11.4.4 Winter sports are underway, as well as band and choir hosting concerts later this month.
10.5 Superintendent – Erik Erie
11.5.1 Attended Ely Area Legislative meeting last week at Grand Ely Lodge.
11.5.2 MASA Superintendents met last Friday in Chisholm with legislators from the Iron Range Delegation.
11.5.3 AFSCME employees voted late this afternoon.
11.5.4 EEA Negotiations set for Wednesday, Dec. 11 at 5:30 p.m.
