1.0 The regular meeting of the School Board of Independent School District No. 696 was called to order at 6:00 p.m. by Chairman Marsnik.
2.0 On roll call the following directors were present via teleconference: Colarich, Mann, Marsnik, Omerza, Pointer, Sjoberg. Also present via teleconference: Erik Erie, Superintendent; Tom Coombe, Ely Echo; Keith Vandervort, Timberjay; Megan Anderson, Anne Oelke, Tim Leeson.

7.a.7 Adopted Resolution Establishing Combined Polling Places for Multiple Precincts and Designating Hours During Which the Polling Places will Remain Open for Voting for School District Elections not Held on the Day of a Statewide Election.

7.b Moved by Mann, seconded by Sjoberg, to approve the Personnel Consent Agenda:
7.b.1 Approved Autumn Boedeker’s medical leave of absence request under the Family and Medical Leave Act beginning January 4, 2021 through February 19, 2021.
7.b.2 Accepted the resignation of Kris Winkelman from her Cafeteria Aide position (2 ¾ hours/day, 5 days/week) effective October 14, 2020.
7.b.3 Accepted the resignation of Jayne Dusich as Head Girls Track Coach effective immediately.
7.b.4 Hired Sarah Spate for the Paraprofessional position (6.5 hours/day, 5 days/week, student contact days) effective September 22, 2020, per school board policy and the current master agreement between ISD No. 696 and AFSCME Local 295.

7.b.7 Hired Caleb Cowden for the Temporary Part-Time Custodian position ($19.63/hour; 4 hours/day, 20 hours/week) effective October 6, 2020, per school board policy and the current master agreement between ISD No. 696 and AFSCME Local 295.
7.b.8 Hired Jessica Stott for the Noon Supervisor position ($10.58/hour, up to 6 hours/day, 5 days/week, student contact days) effective October 9, 2020, per school board policy.
7.b.9 Approved the following people for assistant coaching positions as recommended by Tom Coombe, Athletic Director, and the head coaches per school board policy: Corey Musel, junior football coach (stipend paid by Ely TD Club); Matthew Koch, volunteer assistant football coach; Tim Singleton, volunteer assistant football coach; Kalley Fischer, junior high volleyball coach (stipend paid by Net Club); Randi Walker, junior high volleyball coach (stipend paid by Net Club).

9.a Moved by Mann, seconded by Omerza to ratify the 2020-2021/2021-2022 Master Agreement between Ely Public Schools, Independent School District No. 696 and the Ely Public School Confidential/Supervisory Employees Association. Motion carried. YES: Colarich, Mann, Marsnik, Omerza, Pointer, Sjoberg. NO: None. Motion carried. (Vote: 6-0)
9.b Moved by Colarich, seconded by Sjoberg, to approve the MSBA proposed legislative Resolution urging the legislature to stabilize funding for Fiscal FY21. YES: Colarich, Mann, Marsnik, Omerza, Pointer, Sjoberg. NO: None. Motion carried. (Vote: 6-0)
9.c Moved by Colarich, seconded by Omerza, to approve the Project Labor Agreement with the Iron Range Building and Construction Trade Council. YES: Colarich, Mann, Marsnik, Omerza, Pointer, Sjoberg. NO: None. Motion carried (Vote: 6-0)

10.0 Reports:
10.a Athletic Director – Tom Coombe
10.a.1 Football and volleyball were reinstated to fall.
10.a.2 New football scoreboard is up and ready for Wednesday’s game.
10.a.3 Other fall sports are continuing.
10.a.4 Hockey and Boys basketball practice starts Nov. 23; Nordic Skiing starts Nov. 30; Girls Basketball starts Dec. 7.
10.a.5 Two spectators per participant are allowed at volleyball games.
10.b Director of Facilities Report – Tim Leeson
10.b.1 Found a few significant holes in industrial roof that were patched. Range Cornice is still hoping to start the Memorial roof the last week of October if the weather is still good. If not, they will send a small crew up to button up the problem areas.
10.b.2 Protocols for cleaning and sanitizing are still going well.
10.b.3 Boilers were turned on October 1.
10.b.4 New football scoreboard installation is complete and ready to go.
10.c K-5 Principal – Anne Oelke
10.c.1 K-5 enrollment 240 as of 10/6/2020.
10.c.2 New Procedures Update: every inch of space is being used in the school; masks – students are responding well; social distancing – teaching and reteaching – difficult to 100% ensure in all areas; teaching two platforms at once – in-person learners and distance learners – this is a lot to manage and prepare for teachers; office calls and nurse calls – huge increase in phone calls every morning; student illnesses – using the MDH Decision Tree – educating families and fielding the frustrations of sending students home; planning for child care – if needed.
10.c.3 Backpack Buddies – elementary gives 30 backpacks with weekend food for students through collaboration with Ely Community Resources and United Way every Thursday.
10.c.4 Vocabulary parade – cancelled this year.
10.c.5 Parent/Teacher Conferences – a different look this year – still planning.

10.d 6-12 Principal – Megan Anderson
10.d.1 6-12 pupil count on at Ely Memorial is 306.
10.d.2 Hybrid model of education - Students have done a nice job of transitioning to being in school two days per week. It’s slowly becoming our new routine and seems to get a bit easier each week.
10.d.3 Football and volleyball started their seasons this past week.
10.d.4 Exploring Virtual Parent/Teacher Conferences for November 17 and 19. More information will come at the November meeting.
