1.0 The regular meeting of the School Board of Independent School District No. 696 was called to order in the Board Meeting Room at 6:00 p.m. by Chairman Marsnik.
2.0 On roll call the following directors were present: Colarich, Coombe, Marsnik, Omerza, Sjoberg, Visser. Absent: None. Also in attendance: Erik Erie, Superintendent; Tom Coombe, Ely Echo; Keith Vandervort, Timberjay; Anne Oelke; Megan Anderson; Tim Leeson.
3.0 Pledge of Allegiance
4.0 Approval of Agenda:
4.1 Moved by Colarich, seconded by Visser, to approve the agenda as presented. Motion carried. (Vote: 6-0)
5.0 Open Forum: The following people spoke to the board - Richard Larson - board’s position with vaccinations; Micah Larson - cancellation of the 9/11 event; Frank Udovich – Ely Safe Learning Plan and School Board repossessing the emergency decision making responsibilities; Matthew Larson – communication and board support to make the change to approve ESLPAC recommendations.

7.a.4 Approved September 2021 receipts in the amount of $639,675.50 and disbursements in the amount of $1,629,675.91.

7.a.6 Approved Ice Arena Contract (October 1, 2021 – March 31, 2022) between ISD No. 696 and Ely Blue Line. Inc.
7.a.7 Adopted Resolution Establishing Combined Polling Places for Multiple Precincts and Designating Hours During Which the Polling Places will Remain Open for Voting for School District Elections Not Held on the Date of a Statewide Election
7.a.8 Approved the senior class trip to Washington DC March 24-28, 2022

7.b Moved by Visser, seconded by Colarich, to approve the Personnel Consent Agenda:
7.b.1 Accepted the resignation of Amanda Mattila from her position as Paraprofessional (6.5 hours/day) effective October 1, 2021.
7.b.2 Accepted the resignation of Bobby Ridings from his position as Paraprofessional (6.5 hours/day) effective October 8, 2021.
7.b.3 Hired Richard Kovall for the Cafeteria Aide position (2 3/4 hours/day; 5 days/week; student contact days, $15.54/hour) effective September 21, 2021, per school board policy and the current master agreement between ISD No. 696 and AFSCME Local 295.
7.b.4 Hired Kayci Zorman for the Paraprofessional position (6.5 hours/day, 5 days/week, student contact days) effective September 13, 2021, per school board policy and the current master agreement between ISD No. 595 and AFSCME Local 295.
7.b.5 Renewed the following head coaches for the 2021-2022 school year as recommended by Tom Coombe, Athletic Director, per the current master agreement between ISD No. 696 and the Ely Education Association and school board policy: Tom McDonald, head boys basketball coach; Max Gantt, head girls basketball coach; Paula Anderson, head boys and girls Nordic skiing coach; Desirae Cram, dance team coach (stipend paid by High Kick Club); Donna Kari, head speech coach.
7.b.6 (this item was pulled for a separate vote) Approved the following assistant coaching or volunteer assistant coaching positions for the 2021-2022 season as recommended by Tom Coombe, Athletic Director, per the current master agreement between ISD No. 696 and the Ely Education Association and school board policy: Tim Omerza, assistant boys basketball coach; Tom Omerza, assistant girls basketball coach; Louis Gerzin, assistant hockey coach; Tyler Fish, assistant boys and girls Nordic skiing coach; Nate LaFond and Todd Hohenstein, co-coaches junior high boys and girls Nordic skiing (stipend paid by Ski Club); Mark Sponholz, Sarah Sponholz, Liz Anderson, Jeff Nelson, Carl Skustad, Mary Grayson; Jerritt Johnston, Christian Cavalier, volunteer assistant Nordic skiing coaches.

7.c Moved by Omerza, seconded by Visser, to approve the Policy Consent Agenda:

8.0 Old Business:
8.a 21st Century Facilities Project update was given by Superintendent Erie
8.a.1 Bid Package #3 is expected to be advertised for bids in October
8.a.2 Bid Package #4 with more renovations expected in January
8.a.3 Met with Harold Langowski from the City of Ely to discuss recent water testing by IEA.
8.a.4 Precast panels are going up and may be finished on Friday
8.a.5 Communication of facility project progress is on Kraus-Anderson Spark page, website, Facebook, newspapers
8.b Ely Safe Learning Plan update was given by Superintendent Erie
8.b.1 Revision to the 2021-2022 Ely Safe Learning Plan

8.b.3 ESLPAC meeting on metrics
8.c Moved by Omerza, seconded by Visser to approve revisions to the Ely Public Schools Safe Learning Reopening Plan with the deletion of the Metrics to Dial Back Mitigation Strategies. Motion carried. (Vote: 6-0)
9.0 New Business:
9.a Moved by Sjoberg, seconded by Colarich, to change approval of the Ely Safe Learning Plan Advisory Council (ESLPAC) recommendation to require a vote of the School Board before being implemented. Motion carried. (Vote: 6-0)
9.b Moved by Visser, seconded by Omerza, to approve the 2021-2022 Q-Comp budget. Motion carried. (Vote: 6-0)
9.c Moved by Colarich, seconded by Sjoberg, to ratify the July 1, 2021 to June 30, 2023 Master Agreement between Independent School District No. 696 Ely, Minnesota and the Ely Education Association. Motion carried. (Vote: 6-0)
9.d Moved by Colarich, seconded by Visser, to approve Resolution Accepting Donations. Motion carried. (Vote: 6-0)

10.d.2 Student Council held a successful homecoming celebration. Queen Raven Sainio and King Bryce Fairchild were crowned and royalty included: Charly Flom, Annikka Mattson, Katrina Seliskar, Alec Cook, Joe Foster and Harry Simons.
10.d.3 Industrial Arts classroom is being set up this week after water leaks in the walls have been contained.
10.d.4 We have amazing support for our students this year, utilizing the new Check and Connect Mentor Program, funded by a St. Louis County grant, Ely Community Resources offering academic study hall support, Title One, ADSIS, and counseling via our School Counselor and RMHC Therapist.
