PUBLIC HEARINGS, City Hall, Council Chambers December 07, 2021

Call to Order:
Mayor Skraba called the hearing to order at 5:20pm.

PRESENT: Council members A.Forsman, Kess, Debeltz, Omerza, Callen, Campbell and Mayor Skraba

The Ely City Council will hold four public hearings on December 7, 2021in the Council Chambers of Ely City Hall.

Hearing #4 at 5:20pm
Purpose: To discuss the property classified as hazardous at 1945 E Harvey St in the City of Ely. (Information including the inspection report can be found in the December 7, 2021 Council Agenda pages 64-67) (Addition – Update from Kathie Hill)

Building Official Whitney gave a background on the property. Whitney completed an inspection on November 10, 2021. The dwelling (manufactured home) has suffered from inadequate maintenance, and obsolescence. The dwelling has been vacant for several years. The dwelling and garage have suffered from years of absence of proper maintenance. The property is overgrown with volunteer brush. Unlicensed, unregistered and inoperable vehicles, household furnishings and appliances are being stored on the property. The garage is being used as a repair shop.

A.Forsman asked if the house is repairable.
Whitney indicated that the owners have said that it is not repairable.

Kathie Hill the owner of the property sent in an email today with an update. She indicated that they have removed rubbish from the property that they were able to that wasn’t frozen to the ground. They hauled away some scrap metal and miscellaneous vehicle parts that were not usable or not being used for a vehicle they already own. Hill indicated that her husband Shawn is currently ill with pneumonia and she works from home as a childcare provider as well as home pca provider to a disabled child. She indicated they will need some time to recover from illness and then they will take the used motor oil away and dispose. Hill indicated that the truck box in front of the garage is going to go on her husband’s truck so that is staying there.
Hill indicated that they are planning on burning brush/wood this winter and in the spring they will cut away any brush that causes blight to the property and maintain the yard. The red truck will be hauled away by February 1st. Hill indicated that her husband does not use the garage as a commercial property, he uses it for personal use.

Langowski asked Hill after her email if they were interested in demoing the house; the trailer has been inhabited for quite some time. Langowski indicated that we will work with Hill; June 30th would be the date for the demo of these properties.

Mayor Skraba indicated that we will give these properties until June 30th to rectify the issues. Skraba indicated that he doesn’t like to tell people to get stuff off of their property; one person’s blight is another person’s art.

Langowski indicated that a quote was given for the demo a while back; we can work with the property owner this spring with the demo.

Attorney Klun asked Whitney if the house was removed and only the garage was on the lot is that allowed.
Whitney indicated that per city ordinance a garage cannot be the standalone without a house; would we give them a couple years to build a house?

Mayor Skraba adjourned the meeting at 5:29pm.
