PUBLIC HEARINGS, City Hall, Council Chambers December 07, 2021

Call to Order:
Mayor Skraba called the hearing to order at 5:12pm.

PRESENT: Council members A.Forsman, Kess, Debeltz, Omerza, Callen, Campbell and Mayor Skraba
ABSENT: None

The Ely City Council will hold four public hearings on December 7, 2021in the Council Chambers of Ely City Hall.

Hearing #3 at 5:10pm:
Purpose: To discuss the property classified as hazardous at 1811 E Chapman St in the City of Ely. (Information including the inspection report can be found in the December 7, 2021 Council Agenda pages 52-63)

Building Official Whitney gave a background on the property. Whitney has done several inspections since 2016. The building at 1811 E Chapman St consists of a Manufactured Home 1971 Select 14X65 owned by Phelps, Sheila whom passed away on May 17, 2019. Taxpayer of the lot is listed as Mary L Korpela at 1815 E Chapman. The property was first inspected on April 16, 2016. No attempt to improve the property has been done. The building had continued to deteriorate. The Building Official found that because of inadequate maintenance, dilapidation, physical damage, unsanitary condition, or abandonment, the building constitutes a fire hazard or a hazard to public safety and/or health the building(s) must be razed. The conditions that led to this determination are: The property is unsecured, the property has been abandoned for years, the dwelling has suffered from years of absence of any maintenance and suffered from dilapidation. The roof has caved in and the floor is rotted and failing and the walls have failed. The owners have not made any attempt to remove the Manufactured home; the structure is completely collapsed and has no savage value.

Mary Korpela – owner of the property for the last 36 years. Korpela indicated that she would like some help to get the trailer demoed.

Langowski indicated that we are looking at all three of these properties to get the costs down. We can get IRRR money and we have a low interest loan that can be applied for. Langowski stated that he understands where Korpela is coming from, someone else owned the trailer, and abandoned it and now Korpela is left with blight on her property. We can work together to get this completed come spring. The price last time we looked at this was around $6000, and we will see where they are this time. We will work with you and make it work.

Mayor Skraba told Korpela that Whitney would be the main point of contact and to work with him.
