CALL TO ORDER:
The regular meeting of the Ely City Council was called to order by Mayor Skraba at 5:30pm in the Council Chambers.

APPROVAL OF MINUTES:
Debeltz/Campbell moved to approve the minutes from the December 21, 2021 Regular Council Meeting. Motion Carried Unanimously.

ADDITIONS OR OMISSIONS TO AGENDA:
A. Additions 9.A. Select Scoring/Interview Committee for Equipment Operator Trainee, I, II Position
B. Additions 11.B Pay Estimate #1 for the 2021 Partial Parallel Taxiway for $66,009.32 to Ulland Brothers, Inc.
C. Additions 13.E. Approve In-Kind Services for the Ely Winter Festival
D. Additions 13.F. Resolution 2022-003 Resolution Authorizing to Execute Minnesota Department of Transportation Airport Maintenance and Operation Grant Contract.

CONSENT AGENDA:
Debeltz/Callen moved to waive readings in entirety of all ordinances and resolutions on tonight’s agenda. Motion Carried Unanimously.

Callen/Kess moved to call for sealed bids for the 2022 legal newspaper. Motion Carried Unanimously.

Callen/Campbell moved to advertise for open committee seats.
Mayor Skraba encourages the community to step up right now; this is a good place to start if you want to get involved.
Motion Carried Unanimously.

COMMITTEE REPORTS:
Standing/Special
Planning and Zoning Commission
Campbell/A.Forsman moved to approve recommendation from Planning and Zoning Commission to approve the rezone of 301 W Sheridan St, 303 W Sheridan St, and 305 W Sheridan St from Industrial(M) to Commercial Business(C-1). Motion Carried Unanimously.

Heritage Preservation Commission: Minutes included in the Council Packet

Kess indicated that the RAMS Annual Dinner was well attended with the weather and covid. It was great to see everyone, Campbell, Debeltz, Skraba and Kess attended the dinner.

DEPARTMENTAL REPORTS:
Clerk-Treasurer
Select Scoring/Interview Committee for Equipment Operator Trainee, I, II Position
It was decided to have Public Works Foreman Mike Popesh, Union President Troy Oelke, Clerk/Treasurer Langowski, and 3 Council Members Skraba, Omerza, and Debeltz on the Equipment Operator Hiring Committee.

Fire Chief
Chief Marshall discussed the recent calls for the department.

Library Director
Library Director Heinrich discussed the current programming at the library which can be found on the Library Website, and the 100th Anniversary of the Library programming that will be going on throughout the year.

Police Chief
Chief Houde stated that the new police officer Zachary Ward is starting tomorrow.
Chief Houde also reminded residents that vehicles need to be moved every 24 hours, they cannot stay stationary with snow piled on them as this is a hazard.

CLAIMS FOR PAYMENT:
A. City and EUC claims for January 4, 2022 - $4,047.84
B. Pay Estimate #1 for the 2021 Partial Parallel Taxiway for $66,009.32 to Ulland Brothers, Inc.
Omerza/Debeltz moved to approve the Claims for Payment items A and B. Motion Carried Unanimously.

OLD BUSINESS:

NEW BUSINESS:
A. Campbell/Debeltz moved to approve 2022 official city depositories: Frandsen Bank & Trust, Boundary Waters Bank and 4M Fund. Motion Carried 6-0-1 with Omerza abstaining since her spouse works for Frandsen.

B. Omerza/A.Forsman moved to designate the Assistant Treasurer as the designated person to oversee, monitor, accept responsibility and evaluate the “nonattest/nonaudit services, which include the preparation of the notes to the financial statements to be included in the audit of the City of Ely for the year ending December 31, 2022. Motion Carried Unanimously.

C. Debeltz/Callen moved to approve Resolution 2022-001 Resolution Authorizing City Officials and Staff to Attend Meetings Outside of Ely. Roll Called: Council Member A.Forsman – Yes, Kess-Yes, Debeltz-Yes, Omerza-Yes, Callen-Yes, Campbell – Yes, Mayor Skraba- Yes. Motion Carried Unanimously.

D. A.Forsman/Omerza moved to approve Resolution 2022-002 Resolution Authorizing the Issuance and Sale of a $549,561 General Obligation Revenue Note, Series 2022A, And Providing for its Payment.
Langowski indicated that this is for the Waste Water Treatment Improvement Project. This is the loan portion of the project which will be a 10 year loan at 1% interest rate, this is significantly less that what we had previously envisioned the loan amount to be 3 years ago in the planning stages of this project.
Roll Called: Council Member A.Forsman – Yes, Kess-Yes, Debeltz-Yes, Omerza-Yes, Callen-Yes, Campbell – Yes, Mayor Skraba- Yes. Motion Carried Unanimously.

E. Debeltz/Campbell moved to approve the In-Kind Services for the Ely Winter Festival. Motion Carried Unanimously

F. A.Forsman/Kess moved to approve Resolution 2022-003 Resolution Authorizing to Execute Minnesota Department of Transportation Airport Maintenance and Operation Grant Contract.
