CALL TO ORDER
The regular meeting of the Ely City Council was called to order by Mayor Skraba at 5:30pm in the Council Chambers.

PRESENT: Council members A.Forsman, Kess, Debeltz, Omerza, Callen, Campbell, and Mayor Skraba
ABSENT: NONE

APPROVAL OF MINUTES:
Debeltz/Campbell moved to approve the minutes from the April 5th, 2022 Public Hearing re-garding Ordinance 353 and the April 5th, 2022 Regular Council Meeting Motion Carried Unani-mously.

ADDITIONS OR OMISSIONS TO AGENDA:

MAYOR’S REPORT:
Mayor Skraba spoke about two League of MN Cities awards programs. Cities of Excellence and Sustainable Cities Awards. The Sustainable City Award is given each year to a city for work that is helping the city achieve its sustainability goals through implementation of one or more of the Green Step Cities program’s 29 best practices. The League of MN Cities also offers cities an opportunity each year to showcase their work through the annual City of Excellence Awards.

A. Motion to waive readings in entirety of all ordinances and resolutions on tonight’s agenda.
Omerza/Debeltz move to approve consent agenda item A. Motion Carried Unanimously.

REQUESTS TO APPEAR:
Mike Banovetz and Kris Winkelman, appeared before the Council asking letter of support from the City for advertising for the “shoulder” season to be presented to Ely Tourism Bureau.
Kess/Callen moved to approve the Clerk Treasurer Langowski draft a letter of support. Motion Carried Unanimously.

Heritage Preservation Commission- Minutes included in packet

Library Board- Minutes included in packet

Park and Recreation Board
Omerza/Forsman moved to approve the recommendation from the Park and Recreation Board to allow the Chamber to use the old Kitchen Building at Semers for storage. Motion Carried Unanimously.

Omerza/Debeltz moved to approve the recommendation from the Park and Recreation Board to move forward with the Obstruction Permit and Rentals for the Blueberry Arts Festival and Harvest Moon Festival. Motion Carried Unanimously.

Projects Committee
Callen/Omerza moved to approve the recommendation from Projects Committee to approve requesting $2.4 Million in federal funding for the emergency service building. Motion Carried Unanimously.

Callen/Debeltz moved to approve the recommendation from Projects Committee to approve requesting $2.645 Million in federal funds for the City of Ely water supply improvements. Motion Carried Unanimously.

Callen/Debeltz moved to approve the recommendation from Projects Committee to award the hazardous material assessment for 1815 E Chapman St and 1945 E Harvey St for the demoli-tion of two trailer houses to Braun Intertec for the combined price of $1,703.30. Motion Carried Unanimously.

Airport Commission
Kess/Campbell moved to approve the recommendation from the Airport Commission to ap-prove the Ely Airport Facilities Fixed Base Operator Agreement (FBO) and the Operations Ser-vices Agreement (OSP) for May 1, 2022 – April 30, 2027. Motion Carried Unanimously.

Budget Committee
Forsman/Campbell moved to approve the recommendation from Budget Committee to approve payment of SLFRF funds to The Ely Area Food Shelf for $38,900, Happy Days Preschool for $6,000, Ely Community Resource for $56,000 and the Ely Area Senior Center for $21,359 total-ing $122,259.00. Motion Carried Unanimously

Forsman/Omerza moved to approve the recommendation from the Budget Committee to allo-cate the remaining ARPA funds of $244,382.92 to 1/3 for the Broadband Project, 1/3 for Infra-structure Projects, and 1/3 to nonprofit community organizations. Motion Carried Unanimously.

Forsman/Omerza moved to approve the recommendation from the Budget Committee to ap-prove moving the old PD squad car to DoBid in Hermantown and having them auction it for the best price they can get. Motion Carried Unanimously.

Forsman/Campbell moved to approve the recommendation from the Budget Committee to ap-prove $500.00 per quarter stipend for the Emergency Management Coordinator pay. Motion Carried Unanimously.

Chief Marshall discussed recent fire calls and provided the council with the 2022 Quarter 1 Sum-mary

Library Director
Library Director Heinrich discussed the current programming at the library which can be found on the Library Website

Police Chief
Chief Houde updated council about the new squad car and that it is still getting outfitted in Herman-town and was hoping to have it in Ely in two weeks.

City Attorney
Debeltz/Omerza moved to approve the 2nd Reading Ordinance No. 353 An Ordinance Of The City Of Ely, Minnesota, Adding To The Ely City Code, Chapter 20, Section 20.13.25, Entitled Va-cation Of A Portion Of City-Owned Property, Lockhart Street And Alley Between Lockhart Street And Vermillion Street And Amending The Ely City Code, Chapter 20, Section 20.13.22 Vacation Of A Portion Of City-Owned Property - Lockhart Street and Alley between Lockhart and Vermillion Street.

CLAIMS FOR PAYMENT:
Campbell/Debeltz moved to approve City and EUC claims for April 19, 2022 - $272,962.14. Mo-tion Carried Unanimously.

Campbell/Debeltz moved to approve SEH Invoices: # 423090 in the amount of $3,444.00, #423082 in the amount of $10,091.85 and #423520 in the amount of $10,705.00 for the Prospec-tor ATV trail. Motion Carried Unanimously.

OLD BUSINESS: None

NEW BUSINESS:
A. Debeltz/Callen moved to approve the 2022-2024 Ground Lease Agreement between the City of Ely and Ely Golf Club Corporation. Motion Carried Unanimously.

B. Debeltz/Forsman moved to approve the Temporary Liquor Licenses for Ely- Winton Rod and Gun Club on June 4th, 2022 and October 15th, 2022 at the Miners Dry House Motion. Carried Unanimously.

C. Kess/Omerza moved to approve Change Order No. 2 for the 2020 Connector Taxi Way. Mo-tion Carried Unanimously.

D. Debeltz/Forsman moved to approve a Residential Rehab Loan for Alayna Geisler at 121 E Boundary St to replace brick work, chimney flashing and to update plumbing in the amount of $10,000, pending proper paperwork and fees and to direct Attorney Klun to work with ap-plication and proceed with loan processing. Motion Carried Unanimously.

E. Forsman/Kess moved to approve Change Order No. 2 and Application for Payment No. 4 to Northland Constructors for $568,049.46 for the Prospector ATV Trail-Phase 6. Motion Car-ried Unanimously.

OPEN FORUM:
Council Member Forsman reminded everyone that calendar parking was still in effect for the year and it will likely go until May 31st.
