Regular Meeting<BR><BR>Ely City Council<BR><BR>Regular meeting of the Ely City Council was called to order at 6:30 P.M. by Mayor Charles J. Novak.<BR><BR>PRESENT: Council members Debeltz, Lindroos, Nikkola, Omerza, Sheddy, Zupec, Mayor Novak (7)<BR><BR>ABSENT: None (0)<BR><BR>A quorum was determined.<BR><BR>Mayor Novak welcomed the listening audience present and those at home watching public access live broadcast of tonight's meeting.<BR><BR>Moved by Zupec supported by Debeltz, that the minutes of the regular meeting of November 20th and special meeting of November 29th, 2007, be approved without reading. Carried unanimously.

DECISION NOTICES AVAILABLE<BR><BR>Kawishiwi Minerals Exploration<BR><BR>USDA Forest Service<BR><BR>Superior National Forest<BR><BR>Kawishiwi Ranger District<BR><BR>Lake County, Minnesota<BR><BR>The Kawishiwi District Ranger, Mark Van Every, has signed three Decision Notices and Findings of No Significant Impact relating to plans of operation for prospecting permits for Duluth Metals Corporation (prospecting permits MNES-050652 & MNES-050846 ), Encampment Resources LLC (prospecting permit MNES-050817) , and Franconia Minerals Corporation (earn-in agreement with Beaver Bay Joint Ventures minerals lease ES-1352). The decision is to adopt Alternative 3 as shown in the Kawishiwi Minerals Exploration Project Environmental Assessment.

Novak.<BR><BR>PRESENT: Council members Debeltz, Lindroos, Nikkola, Omerza, Sheddy, Zupec, Mayor Novak (7)<BR><BR>ABSENT: None (0)<BR><BR>A quorum was declared.<BR><BR>Mayor Novak thanked tonight's listening audience and those members of the public in attendance at tonight's Regular Ely City Council Meeting. He also referenced the flag presented to the City of Ely by Elyite Marty Breaker in 2006, that is currently erected on the wall directly behind the Council table.

Power outages set for Wednesday in Ely

NOTICE TO THE PUBLIC<BR><BR>The Ely Utilities Commission (EUC) is planning a power outage beginning at 7AM on Wednesday, November 7th to complete electrical distribution construction that began this summer.<BR><BR>There will be a brief power outage lasting approximately 5 to 10 minutes affecting customers from 9th Avenue East to 21th Avenue East from Main Street to the north side of Chapman Street and from 17th Avenue East from Vermilion Community College going south to the old airport road.<BR><BR>There will also be an outage for approximately 2 hours from 7AM to 9AM affecting 8th Avenue East to 15th Avenue East from the south side of Sheridan Street to the north side of Chapman Street.<BR><BR>The EUC apologizes for any inconvenience this power outage may cause.

Minutes to stand as recorded.<BR><BR>Mayor Novak requested the following addition to tonight's agenda: a resolution regarding City application to the IRR for a grant in the amount of $480,000 to provide funds to relocate utilities, upgrade infrastructure and make site improvements for the Spectrum Health assisted living project.

Legal notice of opportunity to comment on the Kawishiwi Mineral Exploration EA (36 CFR &#167; 215)

The Forest Service is seeking public comment on proposed minerals exploration to be conducted on the Kawishiwi Ranger District of the Superior National Forest (Kawishiwi Minerals Exploration EA). The proposed activities would occur about 10 miles southeast of Ely, MN, on State Highway 1 in an area southeast of the South Kawishiwi River. Minnesota State Highway 1 passes through the area in the vicinity of the proposed activities. Activities proposed include geophysical surveys and drilling core samples of hardrock ore at 74 sites. Temporary roads are also proposed for accessing drilling sites. <BR><BR>The Forest Service is the lead agency for this project analysis and the United States Department of the Interior, Bureau of Land Management (BLM) is a cooperating agency.

School Board Minutes <BR><BR>August 13, 2007<BR><BR>The regular meeting of the School Board of Independent School District #696 was called to order at 7:00 p.m. by Chairman Marsnik. On roll call the following directors were present: Erzar, Kellerman, Leustek, Marsnik, Sorensen, and York-Jesme. Absent: None. Student Council representative: None.<BR><BR>Moved by Erzar, seconded by York-Jesme, to accept the elementary and high school student handbook changes for 2007-2008 as presented by Joselyn Murphy, Principal. Motion carried.<BR><BR>Moved by Kellerman, seconded by York-Jesme, to approve the consent agenda as follows: Minutes of the regular meeting held on July 9, 2007; financial reports for July: monthly receipts -$ 571,856.05; expenditures-monthly payroll $ 63,461.05, total fringe benefits $208,376.61, Invoices $85,417.81; Total $214,600.58; Donations-1.
