1.0 The regular meeting of the School Board of Independent School District No. 696 was called to order in the Board Meeting Room at 6:00p.m. by Chairman Marsnik. 

2.0 On roll call the following directors were present:  Colarich, Omerza, Marsnik, Coombe, Sjoberg, Westlund. Absent: none.  Also in attendance: John Klarich, Superintendent; Anne Oelke, Jeff Carey, Tim Leeson, Catie Clark, Timberjay.

3.0 Pledge of Allegiance

4.0 Approval of Agenda:

4.a. Moved by Colarich, seconded by Sjoberg, to approve the agenda as   presented motion carried. (Vote: 6-0)

9.a. Moved by Coombe, seconded by Omerza, to approve the formal request by Athens Production to use ISD #696 school facilities for filming.  Motion carried. (Vote: 6, 0)

9.b. Moved by Omerza, seconded by Colarich, to approve the use of ISD #696 logos and signs by Athens Production. Motion carried. (Vote: 6, 0) 

9.c. Moved by Colarich, seconded by Sjoberg, to approve the Resolution Accepting Donations. Motion carried (Vote: 6, 0)

1.0 The regular meeting of the School Board of Independent School District No. 696 was called to order in the Board Meeting Room at 6:00 p.m. by Chairman Marsnik. 

2.0 On roll call the following directors were present:  Colarich, Omerza, Marsnik, Coombe, Sjoberg, Westlund. Absent: None. Also in attendance: John Klarich, Superintendent; Tom Coombe, The Ely Echo; Catie Clark, Timberjay.

7.b. Moved by Colarich, seconded by Omerza, to approve the following    Personnel Consent Agenda:

7.b.1. Hired Suzanna Kelley for the Cafeteria Aide position (2.75 hrs./day, 5 days/week, student contact days) effective April 3, 2023 per school board policy and the current master agreement between ISD No. 696 and AFSCME Local 295.

 7.b.2.  Accepted the resignation of Amrita Peterson from her     Paraprofessional position (6.5 hours/day, 5 days/week, student    contact days) effective June 2, 2023.

 7.b.3.  Accepted the retirement of Kirt Hartshorn from his Maintenance    Engineer position effective on or before July 10, 2023.

NOTICE OF APPLICATION BY HIGHLAND BANK, SAINT MICHAEL, MINNESOTA

to acquire Boundary Waters Bank, Ely, Minnesota by merger and

to establish detached facilities/branches in Blaine, Minnesota; Ely, Minnesota; and Woodbury, Minnesota

 

Notice is hereby given that Highland Bank, 113 Central Avenue East, Saint Michael, Wright County, Minnesota 55376 has made application to the Minnesota Commissioner of Commerce and the Federal Deposit Insurance Corporation for consent to acquire through merger Boundary Waters Bank, 601 East Sheridan Street, Ely, St. Louis County, Minnesota 55731 and establish three detached facilities/branches at 11800 Aberdeen Street Northeast, Blaine, Anoka County, Minnesota 55449 (DF # 1492); 601 East Sheridan Street, Ely, St. Louis County, Minnesota 55731 (DF # 1493); and 2230 Eagle Creek Lane, Woodbury, Washington County, Minnesota 55129 (DF # 1494). It is contemplated that business locations of the merged banks will continue to be operated. The application was filed with the Minnesota Department of Commerce on May 3, 2023, pursuant to Minn. Stat. secs. 49.33 to 49.41 and 47.51 to 47.57, plus sec. 18(c) of the Federal Deposit Insurance Act.

 

This Notice is being published in the Star Tribune in Blaine and Woodbury, Minnesota on May 13, 2023, May 25, 2023 and June 7, 2023, and in the Ely Echo in Ely, Minnesota on May 13, 2023, May 27, 2023 and June 10, 2023. Any person, bank, or other financial institution has a right to file written communication in favor of or against the application described above. Written comments should be addressed to Maxwell Zappia, Deputy Commissioner, Minnesota Department of Commerce, Division of Financial Institutions, 85 7th Place East, Suite 280, St. Paul, Minnesota 55101 and will become a part of the public record on the application.

 

Written objections and comments to the Minnesota Commissioner of Commerce must be received within fifteen (15) calendar days after the publication date in Blaine, Minnesota; Ely, Minnesota; and Woodbury, Minnesota, pursuant to Minn. Stat. sec. 47.54. An administrative hearing in accordance with the provisions of the Administrative Procedure Act, Minn. Stat. Chap. 14, may be ordered at the discretion of the Commissioner to hear testimony and to take evidence in favor of or against the application. CIVIL ENFORCEMENT – PUBLIC NUISANCE

PUBLIC HEARING NOTICE

 

NOTICE IS HEREBY GIVEN that the City of Ely will hold a public hearing on May 16, 2023 at 5:15pm at the Ely City Hall, Council Chambers at 209 E Chapman St, Ely, Minnesota to determine whether a property has unsafe conditions that are hazardous to the public’s safety and whether such conditions fail to meet the minimum requirements of the City Code and the Minnesota State Building Code.   The real property is located at 109 W Conan Street. 

 

All Ely city residents are invited to attend the public hearing of the City Council to express their opinions on the proposed civil enforcement of the maintenance of private property.

RESIDENTIAL WASTE REQUEST FOR PROPOSALS

 

The City of Ely is requesting proposals from qualified Contractors for the collection and disposal of residential refuse & garbage within the corporate limits of the City of Ely. 

 

A complete copy of the requirements and specifications can be requested from the Ely Clerk’s Office at 209 E Chapman St, Ely, MN. A copy of the requirements will also be available at www.ely.mn.us.  

 

Proposals will be accepted at the Ely Clerks Office until 2pm, Wednesday, May 31, 2023. 

 

The City Council reserves the right to reject any and all bids and to waive any informalities therein.

2023 SPRING ELY CEMETERY CLEAN UP

 

          The time for cleaning up graves and grounds at the cemetery has arrived in preparation for Memorial Day, Monday, May 29th. Decorations such as old wreaths, faded, and deteriorated artificial arrangements should be picked up and removed. Please help with cleaning them up as well as improving your gravesites preferably by May 21st, but before Memorial Day Weekend.

          There is fill, both gravel and topsoil, available for the taking. It can be found on the Dorothy Molter entrance road on the north end of the Memorial Gardens by the berm and also on the east end of the Cemetery.

          The Hugh and Eila Korpi Ely Cemetery Trust have paid for the construction of the new Columbarium. If anyone is interested in purchasing a columbarium niche contact the Clerk’s Office – 218-365-3224. 

          The installation of ANY Stone or Marker MUST be approved by the City, and lot corners marked by City of Ely employees PRIOR to installation of any such Markers or Stones. This applies to any private party, family, contractor, or business doing the installation. See the installation guides at www.ely.mn.us/cemetery or at the new Cemetery Kiosk. 

          Our cemetery crew is a small, very hard-working group. The mowers are out most every day, mowing around the many markers and other decorations can be quite challenging as this work is usually done with riding mowers, requiring Footstones and Foundations to be flush with the ground. Wires from artificial arrangements are particularly hazardous to grounds crew and their hand operated maintenance equipment as well.

          Contributions to the Cemetery general fund are most welcome and appreciated due to the City’s limited budget. These monies help with improvements, ongoing work, and overall maintenance.
