School Board Meeting Minutes                  February 13, 2023 (Board Approved March 13, 2023)

 

 

1.0 The regular meeting of the School Board of Independent School District No. 696 was called to order in the Board Meeting Room at 6:00 p.m. by Chairman Marsnik.

2.0 On roll call the following directors were present: Westlund, Coombe, Colarich, Sjoberg, Marsnik. Absent: Omerza. Also in attendance: John Klarich, Superintendent; Anne Oelke, Tim Leeson, Catie Clark, Timberjay.

3.0 Pledge of Allegiance

4.a. Moved by Sjoberg, seconded by Colarich, to approve the agenda as  presented. Motion carried. (Vote: 5-0)

 7.b.1.  Hired Riley Bishop for the Paraprofessional position (6.5     hours/day, 5 days/week, student contact days) effective January    31, 2023, per school board policy and the current master     agreement between ISD No. 696 and AFSCME Local 295.

 7.b.2. Accepted the resignation of Nate LaFond as assistant girls track    coach.

 7.b.3. Renewed the following head coaches for the 2022-2023 school    year as recommended by Tom Coombe, Athletic Director, per the    current master agreement between ISD No. 696 and the Ely    Education Association and school board policy: Frank Ivancich,    head baseball coach; Cory Lassi, head softball coach; Will Helms,    head boys track coach; Eliza Vistica, head girls track coach; Rob    Simonich, head golf coach (Ely position in

  co-op with NE Range).

 7.b.4. Renewed the following assistant coaches for the 2022-2023 school   year as recommended by Tom Coombe, Athletic Director, per the    current master agreement between ISD No. 696 and the Ely    Education Association and school board policy: Max Gantt,     assistant baseball coach; Megan Wognum, assistant softball    coach; Darren Visser, assistant boys track coach.

NOTICE TO CONTRACTORS

Electronic Bid Submission for the project listed above will be received by the City of Ely, a public corporation, via QuestCDN https://questcdn.com/ until the official time and date as displayed in QuestCDN Online. 

 

This project provides for the reconstruction of an existing hangar area taxilane. The project includes the removal and reconstruction of an asphalt taxilane. Major items of work for the project include pavement removals, excavation and backfill, well modifications, septic system replacement, erosion control, underdrain construction, asphalt taxilane pavement, and turf establishment.

 

Approximate quantities of major items of work are as follows:

Consistent with Minnesota Statute, Section 473.144, City of Ely may not accept a bid or proposal for a contract or execute a contract in excess of $100,000 with any business unless said business is in compliance with certain requirements concerning affirmative action plans.  Evidence of compliance must be submitted within two (2) City business day following opening of bids.  Bids will be considered non-responsive if the compliance requirements are not met.  Compliance requirements are outlined in the project specification.

 

NOTICE OF REQUIREMENTS FOR AFFIRMATIVE ACTION TO ENSURE EQUAL EMPLOYMENT OPPORTUNITY

 

1. The bidder’s attention is called to the “Equal Opportunity Clause” and the “Standard Federal Equal Employment Opportunity Construction Specifications” set forth herein.

 

2. The goals and timetables for minority and female participation, expressed in percentage terms for the contractor’s aggregate workforce in each trade on all construction work in the covered area are as follows:

GOALS FOR FEMALE PARTICIPATION IN EACH TRADE

These goals are applicable to all contractors’ construction work performed in the covered area.  If the contractor performs construction work in a geographical area located outside of the covered area, it shall apply the goals established for such geographical area where the work is actually performed.

 

The contractor’s compliance with the executive order and the regulations in 41 CFR Part 60-4 and Minnesota Statutes Section 473.144 and Minnesota Rules, Part 5000.3520 shall be based on its implementation of the Equal Opportunity Clause, specific affirmative action obligations required by the specifications set forth in 41 CFR 60-4.3 (a) and Minnesota Rules, Part 5000.3540, and its efforts to meet the goals.  The hours of minority and female employment and training must be substantially uniform throughout the length of the contract, and in each trade, and the contractor shall make a good faith effort to employ minorities and women evenly on each of its projects.  The transfer of minority or female employees or trainees from contractor to contractor or from project to project for the sole purpose of meeting the contractor’s goals shall be a violation of the contract, the executive order,  the regulations in 41 CFR  Part 60-4,  Minnesota Statutes Section 473.144 and Minnesota Rules, Part 5000.3520.  Compliance with the goals will be measured against the total work hours performed.

 

3. The contractor shall provide written notification to the Director, OFCCP, and the Compliance Division of the Minnesota Department of Human Rights, within ten (10) working days of award of any construction subcontract (in excess of $10,000 for OFCCP reporting) at any tier for construction work under the contract resulting from the solicitation.  The notification must list the name, address and telephone number of the subcontractor, employer identification number, estimated dollar amount of the subcontract, estimated starting and completion dates of the subcontract; and the geographical area in which the contract is to be performed.

 

4. As used in this notice, and in the contract resulting from this solicitation, the “covered area” is St. Louis County.

The Ely HRA is soliciting bids for lawn care to include all grass cutting and trimming at the following locations per time per week.

 

Pioneer Apartments at 114 N. 8th Ave. E.

Sibley Manor at 210 W. White St.

Zenith Apartments at 965 E. Camp St.

Vermilion Homes on Washington St.

Northwoods Townhomes on 8th & 10th Ave. and Washington St.

Qualifications include:   

   • High school diploma, with post-secondary training in facility maintenance preferred

   •  Ability to read basic operating instructions and write reports

   •  Demonstrate aptitude for successful completion of the tasks assigned

   •  Such alternatives to the above qualifications as the supervisor, administration, and board finds appropriate and acceptable

   •  Prior work experience demonstrating positive and effective interpersonal skills in the work place

   •  Demonstrated ability to perform assigned tasks without direct supervision

 

Essential Functional Capacities:

   • Ability to lift a minimum of 50 pounds

   •  Ability to climb ladders (at least 10 feet)

   •  Ability to withstand heights (up to 30 feet)

   •  Ability to climb 3 flights of stairs in 1 minute

   •  Pass physical exam per doctor’s statement

   •  Visual and auditory acuity, corrected or non-corrected, at standard levels as established by appropriate medical standards

   •  Any other qualifications as deemed appropriate by the school board

CITY OF WINTON

CALL FOR BIDS

 

The City of Winton will be accepting bids from licensed and insured contractors to demolish and remove the residence, garage and shed located at 436 Main Street N., Winton, Minnesota. Foundation and all debris resulting from the demolition shall be removed and properly disposed. Utility connections shall be marked and capped and the area backfilled and graded. All hazardous materials have been propperly abated and removed. Bids shall be placed in a sealed envelope and marked "Demolition Bid" on the outside of the envelope. Bids may be mailed to "City of Winton, 102 Main Street N., Winton, MN 55796, or placed in the Community Center deop box located at 102 Main Street N. All bids must be received by April 3, 2023 at 6:00pm, at which time they will be opened and read aloud at the City Council meeting. PUBLIC NOTICE

 

The Housing and Redevelopment Authority of Ely, MN has developed its 2023 five-year action place for the Capital Fund Program in compliance with the Quality Housing and Work Responsibility Act of 1998. The Plan is available for review at the Authority’s office located at 114 N 8th Ave E Ely, MN. A public hearing for the formal adoption of the plan will be held on Thursday, May 4, 2023 at 10:00 a.m. at the Pioneer Apartments common room on the first floor. Everyone is invited to attend.
