Fox21 reports Winton woman stole from Ely-Winton Rod and Gun Club

Charges: Possibly $100,000 in pull tab money stolen from Ely organization

Charges: Possibly $100,000 in pull tab money stolen from Ely organization

Matt McConico of Fox 21 News reports Sheila Marie Weisinger, 55, of Winton is accused of stealing tens of thousands of dollars in pull tab revenue.  Charging documents imply the theft could be more than $100,000.

Weisinger was hired as the "Charitable Gambling Manager" for the Ely-Winton Rod & Gun Club in 2021.  The Gun Club manages charitable gambling in the form of pull tabs and e-tabs.

The Probable Cause Statement said "around October 2024" board members said they noticed money was missing from the gambling funds, and their percentage of profit had dropped.  It continues to allege Weisinger "wasn’t bringing any financial statements to the board meetings or providing them to board members."

The Club terminated Weisinger in October 2025.  Then the new gambling manager said they "discovered thousands of dollars in missing deposits."

The Club said it reviewed documents and discovered "between May 2023 and December 2025, $69,293.38 in e-tab proceeds were never deposited into the Gun Club bank account."

They also discovered 34 games were "missing" which totaled $24,175.

Charging documents say, "A common method of gambling theft is to put a game in 'play' but not report it to the Department of Revenue. This allows theft to be undetected by other gambling workers."

The Charging document read, "On 27 reports to the Gambling Control Board between the months of June 2023 and October 2025, [Weisinger] reported deposits into the Gun Club’s bank account that were never made. The total amount of falsified deposits between the months of March 2023 and October 2025 was $313,227.72. Again, this indicates that missing money was being covered up through the manipulation of numbers."

Weisinger's personal banking records for in-person cash deposits were reviewed by the Minnesota Alcohol and Gambling Enforcement.  They said Weisinger's "total cash deposits from March 2023 to December 2025 was $104,702.83. All cash deposits stopped after [Weisinger] was terminated."

Charging document claim Weisinger "had sole control over the gambling money" and "all pull tab games; handled all game audits; completed and submitted all forms to the Department of Revenue and the Gambling Control Board; and filled out all bank deposit slips."
