1. CALL TO ORDER
Mayor Novak called the Ely City Council Meeting to order at 5:32pm.

2. PRESENT: Council members A.Forsman, Kess, Omerza, Callen, Campbell, and Mayor Novak
ABSENT: Council member Debeltz

3. APPROVAL OF MINUTES:
Callen/Campbell moved to approve the minutes from the April 7, 2020 Regular Council Meeting and the April 16, 2020 Local Board of Appeal and Equalization Meeting. Roll Called: Council Member A.Forsman-Yes, Kess-Yes, Debeltz-Absent, Omerza-Yes, Callen-Yes, Campbell – Yes, and Mayor Novak-Yes. Motion Carried 6-1 with Debeltz Absent.

4. ADDITIONS OR OMISSIONS TO AGENDA:
A. Addition 12.A HPC Minutes from April 21, 2020
B. Addition 12.B. Police Chief Interviews
Additions A and B added without objection.

Mayor Novak called the Special Council Meeting to order at 5pm.

Process and Procedures for Police Chief Interviews

A.Forsman indicated that he wants to make sure the interviews are fair. Since the inter-views are an open meeting he was concerned how we make it fair for all the candidates.

Call To Order:
Mayor Novak called the Public Hearing to order at 4:30pm.

PRESENT: Council members A.Forsman, Kess, Debeltz, Omerza, Callen, Campbell and Mayor Novak
ABSENT: None

Purpose:
Ely City Council will hold a public hearing to hear public comment regarding Ordinance 342: Rules and Regulations Relating to Refuse Collection and Disposal.

Comments/statements could have been presented in writing to be read at the public hearing or the public had the option to be present in the Public Hearing via Zoom video/teleconference.

Mayor Novak asked if any comments were received from the public. No comments were received and no one from the public was present in the Zoom meeting.

Adjourn
Mayor Novak adjourned the meeting at 4:32pm.

City of Ely Residents – Brush, Mulch, Compost Recycling

City of Ely Residents – Brush, Mulch, Compost Recycling
Brush, mulch, and compost recycling will be accepted at the “old dump” on Lookout Ridge Road. The “old dump” will be staffed and open on the 2nd and 4th Saturdays of the month in May and June from 8am to 4pm. Only residents within the City limits of Ely will be allowed to use the brush and mulch recycle area (Identification is required). All others will need to use St. Louis County’s Transfer Station. Social Distancing measures will be taken to ensure safety. The gate to the “old dump” will be locked when the City is not present.
The only material that will be accepted is brush, leaves, pine needles, and grass clippings. There will be a pile dedicated to brush and a separate pile for leaves, pine needles and grass clippings. No plastic bags or any other waste will be accepted.

The Council interviewed John Swenson for Police Chief.
Mayor Novak recessed the meeting at 2:25pm.

Mayor Novak called the meeting back to order at 2:58pm.
The Council interviewed Chad Houde for Police Chief.
Mayor Novak recessed the meeting at 3:31pm.

NOTICE IS HEREBY GIVEN that the City Council of the City of Ely will hold its regular meeting on Tuesday, May 5, 2020 at 5:30pm the meeting will be held via video/teleconference.

In accordance with the requirements of Minn. Stat. Section 13D.021, Mayor Chuck Novak, has determined that an in person meeting in not practical or prudent because of a health pandemic or an emergency declared under Chapter 12 of the Minnesota Statutes.

The City of Ely adopted Resolution 2020-013 to extend the period of a Mayor-Declared Local Emergency. It has been determined that attendance at the regular meeting location by members of the public is not feasible.

Request for Bids

The Ely Housing and Redevelopment Authority is soliciting propane bids for the 2020 – 2021 heating season. The Ely HRA owns all of its tanks and the average use is 80,000 gallons per year. Please include price for any delivery charges and/or fees. We also require that the vendor provide service and that their technicians are knowledgeable of our equipment which includes Water Heaters, Vaporizers and Boilers. Please submit bids to the Ely HRA office located at 114 North 8th Avenue East #111, Ely MN, 55731 by May 11th at 3:00 pm. If you have any questions call me at 218-365-3900.
