CALL TO ORDER
The regular meeting of the Ely City Council was called to order by Mayor Skraba at 5:33pm in the Council Chambers.

ABSENT: None

APPROVAL OF MINUTES:
Callen/Campbell moved to approve the minutes from the November 16, 2021 Public Hearing on Rezoning Savoy Rd, November 16, 2021 Public Hearing on 2nd Hand Goods Permissible Uses, November 16, 2021 Regular Council Meeting and November 30, 2021 Special Council Meeting. Motion carried unanimously.

ADDITIONS OR OMISSIONS TO AGENDA:
A. Additions 13.F Memorandum of Understanding Between City of Ely and Supervisor of Essential Employees
Omerza/Debeltz moved to accept Addition A. Motion Carried Unanimously.

2022 Proposed Budget and Truth in Taxation Presentation
Clerk Langowski indicated that the budget committee has met several times discussing the 2022 budget. Currently the proposed levy is at 4.52%, the council can lower the levy, but it cannot be raised.

Hearing #1 at 4:45pm:
Purpose: To consider Ordinance No. 349 2nd Series the Sale of City Land located that part of the NW¼ of SW¼, Section 26, Township 63 North, Range 12 West of the 4th Principal Meridian, St. Louis County, Minnesota, described as follows: A parcel of land consisting of approximately .5 acres lying Southerly of Savoy Rd. (Copy of Ordinance and Legal description can be found in the December 7, 2021 Council Agenda pages 110-111)

Policy Regarding SNOW REMOVAL

City of Ely Public Works employees work on an on-call basis, 24 hours a day, 7 days per week, including holidays and weekends. In general, after snow accumulation of three (3) inches, plowing begins.
Under City Ordinance, it is ILLEGAL:
--To deposit snow onto ANY street or alley
--To deposit snow on a sidewalk
--To deposit snow on a fire hydrant
--To ignore calendar parking ordinances
To aid in snow removal, law enforcement personnel will strictly enforce calendar parking and abandoned vehicle ordinances. They can impose fines for any or all of the illegal activities listed above and your vehicles may be towed.
If you hire a contractor to remove snow from your property, it is YOUR responsibility to inform them of Public Works Policy. YOU are responsible for their actions while they are working for you.

Equipment Operator Trainee, I or II Position

The City of Ely is currently accepting applications for the Equipment Operator Trainee, I or II Position, depending on qualifications. This is a full time position that includes a benefits package and is part of the AFSCME Base Union. Primarily responsible for the operation of equipment used in the maintenance and construction of the City’s streets, roads, sidewalks, and parks; performs manual labor for some maintenance and construction activities. Minimum Qualifications include High School Diploma (or equivalent), a valid Class D Minnesota Driver’s License and ability to obtain a valid Minnesota Commercial Driver’s license (Class B) with required endorsements within 6 months of hire.
