Notice is hereby given to qualified voters of the TOWN OF MORSE, St. Louis County, State of Minnesota, that filing for town office will be held for a two-week period beginning Tuesday, December 28, 2021.

Affidavits of Candidacy can be filed with Town Clerk Nick Wognum, by calling 218-343-2019. Filing dates are from Tuesday, December 28, 2021 to 5:00 p.m. Tuesday, January 11, 2022. The Morse Town Hall will be open from 1 p.m. to 5 p.m. on Tuesday, January 11, 2022 for the end of the filing period.

Offices to be filled at the March 8, 2022 Annual Election at the Morse Town Hall are:

Call to Order:
Mayor Skraba called the public hearing to order at 5:00pm.

PRESENT: Council members A.Forsman, Kess, Debeltz, Callen, Campbell and Mayor Skraba
ABSENT: Council Member Omerza

Purpose:
Public hearing will be held to discuss Ordinance No. 348, 2nd Series for the rezoning of incorrectly zoned residential parcels north of the Vermilion Community College from a (P-1)-Parks, Schools & Related zone to the appropriate (RT)-Residential Transition zone. The addresses to be rezoned are 1702, 1708, 1804 & 1906 North Savoy Road in Ely, MN and a parcel of land consisting of approximately .5 acres lying southerly of Savoy Road.

Call to Order:
Mayor Skraba called the public hearing to order at 5:06pm.

PRESENT: Council members A.Forsman, Kess, Debeltz, Callen, Campbell and Mayor Skraba
ABSENT: Council Member Omerza

Purpose:
Public hearing will be regarding Ordinance No. 350, 2nd Series Regulating List of Per-missible and Conditional Uses allowing a Second hand goods dealer in R-T, C-1, C-2, and M.

Mike Banovetz – 427 E Harvey St and Planning and Zoning Chair. Banovetz stated that 2nd hand goods should be changed to retail sales or add retail sales to include everyone in the M-Industrial Zone.
Attorney Klun indicated that this is adding to the permissible uses as we do not have 2nd hand goods as a use. We should change the retail use if wanted it to be allowed in different zoning.

Mayor Skraba adjourned the meeting at 5:15pm without objection.

Omerza/Debeltz moved to approve Resolution 2021-055 Resolution of the City of Ely, City Council regarding the application for the Community Development Block Grant (CDBG) program for the Wastewater Treatment Facility Improvements Project. Roll Called: Council Member Kess-Absent, Debeltz-Yes, Omerza-Yes, Callen-Yes, Campbell – Yes, Mayor Skraba- Absent, Acting Mayor A.Forsman – Yes. Motion Carried 5-0-2 with Kess and Mayor Skraba Absent.

ADJOURN
Acting Mayor A.Forsman adjourned the Special Council Meeting at 5:17pm.
