Ely City Council Public Hearing, January 18, 2011 <BR><BR> <BR><BR>The Ely City Council Public Hearing was called to order by Acting Mayor Omerza at 5:00 p.m. on February 16, 2010 at the Ely City Hall.<BR><BR>PRESENT: Council members Debeltz, Nikkola, Omerza, Salerno, Sheddy, and Zupec (6)<BR><BR>ABSENT: Mayor Skraba (arrived at 5:04 p.m.)<BR><BR>Also present: Ely Utilities Commission members Wilmunen, Colarich, Zahn, Boyles and Soderberg<BR><BR>The purpose of the meeting was to gather public input on proposed rate increases for the Ely water, sewer and electric.<BR><BR>Chair Wilmunen explained the purpose of the Commission and their responsibility to operate and maintain the water, sewer and electric utilities. He discussed the budget process the commission uses to determinate rates each year.

The Forest Service will receive sealed bids in public at Kawishiwi Ranger District at 1:00 PM local time on 04/26/2011 for an estimated volume of 41 CCF of Jack Pine sawtimber, 114 CCF of Paper Birch sawtimber, 90 CCF of Spruce sawtimber, 1764 CCF of Aspen pulpwood, 418 CCF of Balsam Fir and Other Conifer Species pulpwood, and 979 CCF of Paper Birch and Other Hardwood Species pulpwood marked or otherwise designated for cutting. The Forest Service reserves the right to reject any and all bids. Interested parties may obtain a prospectus from the office listed below. School Board Meeting Minutes<BR><BR>February 14, 2011<BR><BR>1.0 The regular meeting of the School Board of Independent School District No. 696 was called to order at 7:00 p.m. by Chairman Marsnik.<BR><BR>2.0 On roll call the following directors were present: Kellerman, Marsnik, Pengal, Richter, Skradski. Absent: None. Also present: Joselyn Murphy, Elementary Principal; Interim Superintendent, Dr. Kimberly Belcastro; Tom Coombe, Ely Echo; Adam Masloski, Ely Timberjay.<BR><BR>3.0 Pledge of Allegiance<BR><BR>4.0 Moved by Richter, seconded by Kellerman, to approve the agenda as amended. Motion carried.<BR><BR>5.0 Open Forum: Bill Erzar, past board member, Morse Township: There is misinformation going around saying the district is going to replace the heating system in the Industrial Arts Bldg. and then it's going to be torn down a year later. This is not true and has never been a plan of the school board.

OPPORTUNITY TO COMMENT<BR><BR>The Minnesota Department of Natural Resources, Parks and Trails Division is proposing the purchase of an undeveloped property on Birch Lake, described as a portion of Government Lot 5, Section 25 Township 61 Range 13, St. Louis County. The property which contains approximately 0.53 acres, is located immediately adjacent to the existing St. Louis County administered Public Water Access Site to Birch Lake. <BR><BR>The Department of Natural Resources proposes to purchase the referenced property with the intent to work cooperatively with St. Louis County to improve the existing Public Water Access. The existing St. County Birch Lake Public Water Access is confined to a narrow property that lacks the area required to provide for safe and effective boat launching and vehicle trailer parking.

DESCRIPTION OF PROPOSED SCHOOL CONSTRUCTION PROJECT 1

Ely Independent School District 696 is proposing a one question referendum for facility improvements for Ely's district facilities.<BR><BR>The district is planning a one question referendum on March 29 2011 for the replacement of the 90+ year old heating (steam) system with a new hot water system, and associated improvements associated with demolition and patching required for the replacement. The total cost of the school building project is estimated at $3,030,000. The project will be financed by the sale of two series of 20-year general obligation bonds for $2,810,000 under the Qualified Energy Conservation Bond Program and $220,000 and General Obligation School Building Bonds pending voter approval. The school board believes that the project is in the best interest of the school district.<BR><BR>If the bond referendum is successful and bonds are sold, the debt service on the bonds will be eligible for debt service equalization under Minn. Stat.
