TIF #1 does not generate sufficient revenue to cover bond debt of TIF #1and it is set to expire before the debt is paid. TIF #3 generates excess revenue over debt payment. Legislation requested would allow TIF #1 to be extended from 2017 to 2021 and TIF revenues pooled between #1 & #3 to cover combined debt.
